Oh no! Foreign-flag cruise ships wouldn't like this rule! It doesn't matter that the rule could help save the ONLY U.S.-flag large cruise ship operator in existence and help create more U.S.-flag cruise ships by closing a loophole in the Passenger Vessel Services Act which is habitually abused by foreign-flags!
